英国はウェールズに住むネイティブ校閲者が、
英語とウェールズ語の2つの言語が使われる環境で暮らすことについて
話を聞かせてくれました。

私は30年以上前から、
2つの言語が使用されているウェールズに住んでいます。
地元の言葉はウェールズ語ですが、誰もが英語も話します。
私が住んでいる極西部では、
ウェールズ語を話す人は人口の約43％を占めます。
ウェールズ語を話す家庭以外では、
ほとんどの人が常に英語を話しています。
学校ではウェールズ語が教えられており、
小学校の最初の数年間は、教師たちはウェールズ語だけで話します。
私の子どもたちは、7歳と9歳で日本からこちらに来たとき、
ウェールズ語と英語の両方を同時に学ばなければなりませんでした。
子どもたちは、最初はとても戸惑ったようですが、すぐに慣れました。
イングランドからウェールズに移住する人のほとんどは、
農家の人と結婚するか、地方自治体で働くかしない限り、
ウェールズ語は必要ないので学ぶことはありません。
私の友人には、ウェールズ語を学ぼうと挑戦し、
かなり流暢に話せる人も何人かいますが、
彼らはまだよそ者扱いされています。
私はウェールズ人の友人や親切なお店の人と
一言二言の挨拶を交わしますが、彼らはそれで満足しているようです。
ウェールズ語を話す人と英語を話す人のあいだには、
道路標識でウェールズ語と英語のどちらが先に書かれるべきか
というような衝突はありますが、深刻なものではありません。
ウェールズ語はケルト語派で、英語はゲルマン語派なので、
この二つの言語は音も綴りまったく異なります。
ウェールズ語の単語には、英語話者にとっては
読みづらく発音しづらい文字や音が混じっています。
英語とフランス語のバイリンガルなバックグラウンドを持ち、
日本人の妻と英語と日本語のバイリンガル環境で子どもを育てた私は特に、
バイリンガルの国で暮らすことは快適と感じています。

Living in a Bilingual Country
For more than 30 years now I’ve been living in Wales, where two languages are used. The local language is Welsh, but everybody also speaks English. In my part of the country, in the far West, Welsh speakers account for about 43% of the population. Other than in Welsh-speaking families, most people speak English all the time. Welsh is taught in schools, and in the first years of primary school, the teachers speak only in Welsh. My children, on arriving here from Japan at the ages of 7 and 9, had to learn both languages at the same time. They found it quite confusing at first, but they soon adapted. Most people who move to Wales from England never learn Welsh, as it is not needed unless you want to work in local government or marry into a farming family. I have a few friends who have attempted to learn it, and speak it quite fluently, but they are still regarded as outsiders. I exchange a few words of greeting with Welsh friends and friendly shopkeepers, and they seem happy with that. There is some friction between Welsh speakers and English speakers, such as about whether Welsh or English should come first on road signs, but it’s not serious. Welsh is a Celtic language and English is a Germanic language, so they are very different in sound and spelling. Welsh words contain mixtures of letters and sounds that are hard for English speakers to read and pronounce. I am comfortable living in a bilingual country, especially as I have a bilingual (English/French) background and my wife and I raised our children in an English/Japanese bilingual environment.
